Overview

GovBot Disaster History is a remote, read-only MCP server operated by Ideation Lab, Corp. It requires no account. It returns the public record of past disasters for a state, a county or a disaster number, each result with its source and dates. What it returns: - Flood events: NOAA Storm Events records (Flood, Flash Flood, Heavy Rain, Coastal Flood, Lakeshore Flood), 1996-2025, with local times, county or zone, deaths, injuries, damage estimates and narratives, and totals for a search. - Declarations: FEMA disaster declarations by state, county, date and incident type, with the programs declared. - Recovery: FEMA Public Assistance funded projects for a disaster, with damage category and obligated amounts. - Insured losses: National Flood Insurance Program redacted claims for a county, with dates of loss, flood zones and payments. - Mitigation: FEMA Hazard Mitigation Assistance subapplications for a state, with program, activity, status and amounts. Typical use: build the flood history of a county, from the events recorded by the National Weather Service to the declarations, recovery projects, insurance claims and mitigation funding that followed. How results are qualified: these are historical records, not current warnings or forecasts. Storm Events damages are NWS estimates, Public Assistance amounts are obligations, NFIP amounts are claim payments and mitigation amounts are requested or obligated funding; all are nominal dollars as published. The sources share no event identifier, so any match between them is an inference by date and place. The service does not provide insurance, eligibility, legal or engineering determinations. Not affiliated with NOAA, FEMA or any government agency. The server writes nothing.

Tools

get_flood_event

ChatGPT
Returns one flood-related NOAA Storm Events record by state and EVENT_ID with its full event narrative, the episode narrative, up to 50 other held flood-related records of the same episode in the requested state, and the NCEI event page URL. The related list reports total, returned count, limit and truncation, with no continuation for that list. Other states and event types are not included. Source: NOAA NCEI Storm Events Database annual files, held snapshot. In the answer, state held coverage 1996-2025 separately from the requested period. For described events, include the returned begin_local, end_local and timezone as reported local date/clock times, not UTC; label unavailable values rather than inventing them. Label source.retrieved_at as a read of the held snapshot, not a live NOAA refresh.

list_disaster_declarations

ChatGPT
Returns up to 25 FEMA disaster declaration records for one state, optionally one county, declaration date range, incident type and declaration type (DR major disaster, EM emergency, FM fire management), newest first, with declaration string, disaster number, title, designated area, incident dates and the programs declared (IA, IH, PA, HM). Source: FEMA OpenFEMA Disaster Declarations Summaries. Each record is one designated area of one declaration, so a disaster number repeats across counties; data.page.matching_record_count is the number of matching area records. In the answer, distinguish declaration and incident dates from source.retrieved_at, the actual FEMA API retrieval time retained during up to five minutes of response reuse; do not merge it with a NOAA snapshot-read time.

list_hazard_mitigation_subapplications

ChatGPT
Returns up to 25 FEMA Hazard Mitigation Assistance subapplication records for one subapplicant state, optionally one program, fiscal years and disaster number, with subapplicant, title, program, fiscal year, primary activity and hazard, benefiting counties, status, selection status, federal share, total amount, obligated amount and benefit-cost ratio as published. Source: FEMA OpenFEMA HMA Subapplications. A subapplication is a funding request; status shows whether it was selected or obligated, not whether work was completed.

list_nfip_flood_claims

ChatGPT
Returns up to 25 National Flood Insurance Program claim records for one county, optionally limited to years of loss, newest loss first, with date and year of loss, community, rated and current flood zone, occupancy type, cause of damage code, water depth, flood event name, building, contents and increased-cost-of-compliance payments, damage amounts and coverage. Water depth, cause, occupancy and zone values remain source-coded; do not infer physical units or an individual property determination without verified source definitions. Source: FEMA OpenFEMA FIMA NFIP Redacted Claims. Records are redacted claims, not addresses; data.page.matching_record_count is the number of matching claims; payments are in nominal dollars as published.

list_public_assistance_projects

ChatGPT
Returns up to 25 FEMA Public Assistance funded project records for one disaster number, optionally one county and damage category, largest project amount first by default or latest obligation first when requested, with applicant ID, project title, damage category, project size and status, county, project amount, federal share obligated, total obligated and obligation dates. Source: FEMA OpenFEMA Public Assistance Funded Projects Details. Project amounts and federal or total obligations are distinct published fields; obligations are not payments, final costs or proof of completion. Projects recorded as Statewide carry no single county.

search_flood_events

ChatGPT
Returns matching-record counts, qualified damage subtotals and one page of flood-related NOAA Storm Events records (Flood, Flash Flood, Heavy Rain, Coastal Flood, Lakeshore Flood) for one state, 1996-2025, filtered by county FIPS, county or zone name, local begin dates and event types, sorted by date or property damage. County FIPS matches only county-coded records; historical zone-coded Flood records are excluded. Each record has local begin and end times, county or forecast zone, location, direct and indirect deaths and injuries, property and crop damage as published with parsed dollars, flood cause and a narrative excerpt. Damage totals provide derived, missing and unparsed counts and partial-subtotal flags; a total is null when no reported dollar values can be derived. Damages are NWS estimates in nominal dollars, not verified or insured losses; a missing record is not evidence that no flooding occurred.
