Returns whether Grounda can protest its property tax, the newest complete tax bill summary among the home's three newest tax years, market and appraised values by year, the home's market value per square foot next to the median of similar nearby homes, the savings_estimate the property page shows before signing, and a grounda.ai link to the home (to grounda.ai itself while Grounda has no county values for the home). tax_bill.tax_year is the year of that bill and can be earlier than the current year, and tax_bill_note says why. is_estimate true means the total uses an earlier year's rates (estimate_rate_year), estimated figures, a rate voters may still lower (rate_election), or unchecked county rates (legacy_rates), so it is not the final bill. rate_election true means a taxing unit adopted a rate above its voter-approval rate and an election decides it. special_assessments_omitted true means charges such as public improvement district (PID) assessments that the tax office also collects are not in the total. legacy_rates true means the total is only an estimate, and the fee is set from the owner's tax statement. estimate_rate_year is the newest earlier rate year still in use. When has_bill_year_rate is true, only some taxing units use an earlier year (each unit's rate_year names it) and the rest use the bill year's rates. A unit with rate_year null and a rate_per_100 is on the bill year's rate. A unit with both null has a 0 stored and no rate year, which is either an adopted rate of 0 or no rate on file. savings_estimate has kind (dollars, preventive, fee_follows_statement, or protest_only), amount_usd (a number only when kind is dollars), tax_year (the year the amount is for, the year after the roll year when the page estimates the protest for next year), statement, and caveat (the estimate disclaimer, or null for protest_only). savings_estimate is null and savings_estimate_note says why when the page shows no estimate. Several matches return candidates to confirm with the owner. A null field has a note saying why. lookup_property gives the same savings estimate grounda.ai shows before signing, an estimate and not a promise. Grounda files nothing before the owner, or a person every owner has authorized, signs the service agreement on grounda.ai. An assistant cannot sign.
