search_quick_quote_suppliers

This eligibility-scoped lookup takes need (what the buyer is looking for, in their own words) on its own, or a supplier-name query and internal NIGP IDs instead, and returns the numeric supplier IDs required by Quick Quote creation. Use need for step 1 of creating a Quick Quote: 1. What do you need? Ask in the buyer's own words, then call search_quick_quote_suppliers with need. 2. Quotes deadline. Offer High (quotes in 1 to 2 business days, a reason is required), Standard (3 to 5 business days) or a specific date. A date must be at least three US business days away and fall on a business day; ask for the timezone and default to America/Chicago. Send deadline_priority OR quotes_deadline, never both. 3. Suppliers. List every match, local suppliers first, all selected unless the buyer removes some. Offer "Find more suppliers for me" (cm_sourcing_requested): on by default when there are fewer than 3 matches, and required when there are none. 4. Specifications, at least 10 characters. Attachments can be added later on the web. 5. Review. Summarise the need, deadline, suppliers, sourcing choice and specifications, and call create_quick_quote_request only after the buyer explicitly confirms. For agencies that prefer local suppliers, local suppliers are listed first and flagged is_local, meaning the supplier is local to the buyer's entity.
